Job Title: Senior Election Officer, Cartography

About this Job:
The Electoral Commission, established under Article 60 of the Constitution of the Republic of Uganda and mandated to organize and conduct public elections and referenda, is desirous of filling the following positions that exist within its establishment.

Job Role: To design, draw, compile and revise electoral maps, plans, charts and any other related data the Electoral Commission may be interested in.

Key Responsibilities:

1.    Reports to H/IT

2.    Collecting mapping data on boundaries of newly established Administrative Units and Towns in the whole country for purposes of demarcating electoral areas.

3.    Verifying boundaries of Administrative Units.

4.    Responsible for production and publication of up-to- date electoral maps.

5.    Liaising with relevant Government departments.

6.    Responsible for Drawing Office equipment and ensuring they are in good working condition.

7.    Preparing the strategic plan for the Drawing Office in line with the Electoral Commission Strategic Plan.

8.    Any other duties as officially assigned from time to time.

Requirement:
Minimum qualifications:

Applicants should be Ugandans holding an Honors Bachelors Degree in Cartography, Geography, Geomatics or a related field (e.g. Earth Science or Surveying), and a Post Graduate Certificate in Geographical Positioning System (GPS) or completion of a certification course in Geographical Information Systems (GIS)/Computer Aided Design (CAD) or a related field of study such as mapping software like ArcView/Arclnfo including 3D Analyst and Maplex.

Special personal characteristics/skills/attributes:

1.    Have an interest in graphics, design, geo-information and maps.

2.    Be patient and have an eye for detail.

3.    Be computer literate in graphic design, Geographical Information Systems (GIS) and mapping software.

7.    Be technically minded, and able to cope with changes in technology.

Minimum Experience:

Specialist for Information Systems Audit

Reports to:  Director Internal Audit

Job Role: This is a new position created to review the adequacy and effectiveness of Information Technology (IT) internal controls and continued development of internal hardware and software tools utilised throughout the Commission.

Key Result Areas:

Plan and perform reviews of IT general and application controls. This includes supporting integrated audits and system development  and implementation reviews;
Contribute to the audit planning process, and assist in the development of audit objectives and detailed test procedures that effectively address key controls and risks;
Provide IT technical audit services and consulting relative to IT internal control practices for PC-Client, Web, and legacy applications in distributed networks and multi-platform environments (mainframe and server-based operating systems, database management, and data and telecommunications network technologies);
Conduct special IT project audits as required, develop work papers that address the objectives of the audit programme and support the conclusions reached during testing;
Adhere to the IIA Standards and IAS Guidelines for Work Paper documentation;
Assess business systems/processes to identify key control points and risks;
Draft audit conclusions, discuss potential issues with clients, and prepare and deliver other summary communication documents as required, and;
Contribute to the development of the assigned practice area by participating in risk assessment activities, creation of audit tools, establishing client relationships, and identifying and sharing relevant information.

Qualifications, knowledge and experience

The candidate must possess the following:

A Bachelors Degree in IT-related field or Business Computing  from a recognised university;
Certification in any of the following is a must: Certified Internal Auditor (CIA), Certified Public Accountant (CPA) and Certified Information System Auditor (CISA);
Three (3) years of professional auditing or comparable experience within a large, complex organisation, two (2) of which should be in auditing IT Systems;
Demonstrated knowledge, skills and experience in applying the principles and practices of internal auditing in accounting, financial, and operational environments including auditing business functions and Information technology Systems and soft wares such as ACL, Teammate, etc;
Demonstrated knowledge of IT internal controls and security practices;
Demonstrated ability to understand and document business processes and related internal controls in narrative and/or flowchart formats;
Thorough knowledge of COSO, AICPA, COBIT, Sarbanes-Oxley, and SAS70 standards, laws, and regulations applicable to the assigned area of responsibility;
Demonstrated skills in the identification and resolution of business problems within a team setting; and
High integrity, confidentiality and ability to work well under pressure.

Guarantee the smooth running of all ICT systems, and the safety and security of data from internal and external attack by providing secure access to the network for remote users.

Qualifications, knowledge and experience

The candidate must possess the following:

Bachelor’s degree in Computer Sciences, Information Technology/Information Systems or equivalent;
Masters degree in Computing, Information Systems or in the relevant fields;
Microsoft Certified Professional;
Five (5) years hands-on experience as a network/systems administrator in a busy organisation;
Microsoft Windows and Unix-based operating systems;
Knowledge of PHP, MySQL, Photoshop, Macromedia Dream weaver,  Joomla, Web design; Web hosting, Lotus Notes/Domino; MS Windows 2003 Server; Cascaded Style Sheets(CSS); Snort; Linux; and CMS;

PRIMARY PURPOSE OF POSITION The GBV Technical Coordinator will ensure the principles of effective and high quality GBV programming are applied by providing technical support and supervision consistent with international and national standards and ensure that program design and implementation creates no harm in the communities, promotes human rights and has positive impact. The GBV Technical Coordinator will be responsible for strategy development, program design, implementation, standardization, and evaluation of all GBV-related activities in ARC Uganda GBV program. The GBV Technical Coordinator will be based in Kampala with 50% travel to field sites in northern and western Uganda.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES

Program Quality and Impact • Promote excellence in ARC Uganda’s GBV programs through ongoing technical program support for field based program-staff with technical support from HQ. • Provide overall leadership for the GBV programs, ensuring quality of activities and targeted impact, and compliance with ARC and donor regulations. • Develop and support collection, analysis and use of data to improve GBV program implementation and promote effective monitoring and evaluation systems. • Ensure that programs are designed according to ARC and industry best practices and ARC program framework. • Support all GBV Program Coordinators to fulfill their budget-holder expectations. Ensure expenditure within program supplies costs of each project is monitored and that well-structured corrective action is initiated and tracked where required. • Provide leadership to GBV Program Coordinators to ensure the timely and high-quality activity and narrative reporting per ARC and donor guidelines.

Program Design and Strategy • Ensure that new proposals promote high quality programming by responding to identified needs, taking into account recognized best practices, minimum standards and lessons learned from earlier programs. • Lead and participate in the development of program budgets. • Lead and participate in proposal development to sustain GBV program activities. • In collaboration with the Senior Program Coordinator and HQ technical staff, provide leadership to the development of an integrated GBV program strategy for Uganda.

Capacity Building and Human Resources Management • Support capacity building activities for local partners, and staff to design, implement and monitor high quality programming through mentoring, training and evaluations. • Set performance objectives with all supervisees, and conduct scheduled performance evaluations. • Ensure that all supervisees complete the performance management cycle with their own supervisees. • Participate in hiring, selection and training of new staff as needed.

Representation / Coordination • Ensure that ARC’s contribution to the GBV sector in Uganda is recognized and valued by stakeholders, through proactive representation in meetings and coordination activities. • Develop and maintain strong working relationships with all stakeholders – including government, community leaders, NGOs, UN agencies, and community based organizations to enhance multi-agency and multi sectoral cooperation and coordination. • Provide proper representation in cluster, reference group meetings and ad hoc working groups. • Provide continuous monitoring of information sharing to ensure that information is shared safely and without breaching confidentiality of clients. • Participate in the GBV Working Group Meetings and/or other coordination meetings. • Active participation in regional and national discussions and plans for information sharing and advocating for best practices in information collection, storage, and sharing, including the GBV IMS.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED • MPH, MSW, or similar degree or experience required. • At least 3 years GBV program management experience for an international NGO, with internally displaced populations, refugees, or other post conflict settings. • At least 2 years experience with capacity building of local organizations – technical and program development. • Thorough awareness and knowledge of reproductive health and gender issues as well as GBV. CREDIT ACCOUNTANTS (X3)

Key Responsibilities

Debtors/ receivables management
Monthly reconciliation of customer accounts and balances
Prompt closure/ resolution of internal and external customers
Routine banking and withdrawals
Preparation of periodic credit reports as required from time to time
Daily collection (payments) from customers
Safe custody of cash and payments before banking
Depot petty cash management
Preparing routine reports regarding credit management
Implement cash management policies and procedures
Provide support in any adhoc duties as may be assigned from time to time.
Requirements

Ideally Bachelors degree in Commerce, accounting, finance or business administration
At least two years’ working experience as an accountant
Work experience in an FMGC will be an added advantage
Knowledge of accounting packages and computerized business systems
Ability to work under pressure with minimum supervision. Must be willing ot work on weekends and public holidays
Must be willing to work in various places across the country
Team player and with high level of integrity.

Job Title: Evaluation of a War Child UK Project in Northern Uganda



Job Description



War Child UK is looking for an experienced consultant to evaluate the impact and extent to which its project “Rights, Education and Community Protection for Children and Young People Affected by Conflict” has achieved its goals and objectives in Northern Uganda.

SCOPE & FOCUS

The Consultant will:

• Determine if the project has successfully achieved its desired results at the outcome and output levels.

• Determine the impact and/or potential impact of the project at all levels

• Determine if the results contribute to WCUK’s Thematic Goals of Protection, Education and Livelihoods

• Look at the following dimensions of the programme’s impact:

(i) relevance;

(ii) efficiency;

(iii) effectiveness,

(iv) outcomes; and

(v) sustainability.

• Assess performance in terms of the shared responsibility and accountability, resource allocation and informed and timely action.

• Determine strengths (including successful innovations and promising practices) and weaknesses of the planning, design, implementation and M&E.

• Determine project contribution to enrolment and retention rates of school children and assess how parents/guardians value their children’s education.

• Assess what have been the most effective approaches and methodologies used by the project to bring about changes to their target group?

• Assess whether the project has contributed to changes in broader national/ international policies and whether these have contributed to changes in practice and attitudes of decision and policy makers that directly benefit the project’s target group.

• Provide actionable, specific and practical strategic recommendations on how War Child UK and its partners can use the learning to strengthen future work • Lead the planning and implementation of a lessons sharing/dissemination workshop with stakeholders

• Determine factors that led to the change/impact and the extent to which all the institutional arrangements (partnership relationship, War Child UK Management, financial management systems and coordination function) contributed (or not) to this impact.

Expected Outputs:

• Inception Report/Evaluation Work Plan.

• Draft report(s) for review with qualitative and quantitative data analysis interface in MS Excel.

• Final Impact Evaluation Report, containing an Executive Summary, Process, Findings and . Recommendations of no more than 30 pages. Annexes can be outside this page limit.

• Lessons sharing/dissemination document capturing key impact and learning and presented in a reader friendly and marketable format.

Qualifications of Consultant Applicants wishing to be considered for this position should possess the following qualifications and experience:

• At least 5 years experience in impact evaluation of development /humanitarian work

• Knowledge of and experience in child protection, education and livelihood programming in Africa.

• Good understanding of the policy and legal environment on children and youth in Uganda

• Good Research and monitoring and evaluation skills • Highly driven, dependable and results oriented

• Excellent verbal and written skills in English is essential and knowledge of Luo desirable. – Working knowledge of children and young people (CYP) and gender issues locally

Recruitment and Appointment The selected candidate will be contracted for a total of 25 person days and will commence work shortly after recruitment. A service contract will be signed between consultant and WCUK.
